I thought it might be a rough legged hawk too, so I dug up the old trusty Field Guide to Birds. It looks like it's a female Rough-legged Hawk. It says that light morphs have distinctive black rectangular patch on wrists; white tale with wide dark band at tip. Male has darker chest than belly and female has darker belly than chest. It summers at the arctic tree line, and winters in open country. Eats primarily voles and lemmings. yeah, Stokes Field Guide To Birds comes in handy again. Birds are awesome, nice photo Code Red.
